Morandi Bridge Compensation

New CO.L.SE.A. Service: "Morandi Bridge Compensation"

Co.L.Se.A. launches a service for managing and submitting claims related to the reimbursement of increased travel expenses incurred by transport operators following the collapse of the Morandi Bridge in Genoa.

What it covers:

  • Payment of compensation (reimbursement) for trips made by transport operators to or from the city of Genoa or the Port from August 14 to December 31, 2018.
  • The total resources allocated by Ministerial Decree 555/2018 of December 24, 2018, for the period above amount to €20 million.
  • The compensation per trip will be determined based on the total number of claims.
  • The Decree indicates an estimated unit compensation per trip of approximately €20.00.
  • If total claims submitted are below €1 million, the unit amount will increase, while staying within the €20 million cap. If higher, it will decrease proportionally.

Eligible recipients:

Companies regularly registered in the National Register of Third-Party Transport Operators or the National Electronic Register.

Applicable period:

  • August 15, 2018 – December 31, 2018 (inclusive)

The Budget Law (art. 1, para. 1019) provides continuity of benefits for 2019 and 2020.

Types of transport eligible for reimbursement:

Trips that involved the actual transport of goods, including container repositioning, are eligible:

  • A1: Trips related to delivery and/or collection of goods originating from or destined for the Port of Genoa, and goods transfer between Voltri-Prà and Sampierdarena port areas (and vice versa).
  • A2: Internal trips within the Sampierdarena and Voltri-Prà areas, including port-related storage facilities adjacent to Genoa.
  • A3: Urban trips within the Municipality of Genoa.
  • B: National trips that, due to the Morandi Bridge collapse, required additional highway or road routes.

Maximum daily trips per vehicle (license plate):

  • Maximum 5 trips per vehicle (motive plate)

For “urban” trips with more than 5 deliveries, a multiplicative coefficient of 1.5 applies (effectively a maximum of 3 trips).

Documents to attach to the reimbursement claim:

  • Travel documentation proving origin and destination of the trip.
  • Documentation of the actual completion of the trip.
  • Self-certification under DPR 28 December 2000 n. 445, confirming the accuracy of the documentation.
  • For expenses under point “B,” indicate the additional highway/road route traveled and provide a valid toll receipt.

Deadline for submitting the application:

Claims can be submitted directly by the company or an accredited entity (Co.L.Se.A.).

Submissions are online only and accepted from May 7, 2019, to May 31, 2019.

Submit reimbursement claims with Co.L.Se.A.

The service is available to eligible companies located anywhere in Italy.

Co.L.Se.A. will register with the Port System Authority to perform these operations on behalf of companies.

As soon as the Port System Authority releases final procedures for obtaining reimbursement, Co.L.Se.A. will provide detailed instructions for using the service.
