New toll system in Alsace from 2027
What changes for road haulage companies
From 1 January 2027, R-PASS will come into force in Alsace: the new distance-based toll system for commercial goods vehicles with a gross weight of over 3.5 tonnes.
This change also affects Italian companies that carry out international transport or regularly travel through French territory.
The new system introduces a payment method based on the distance travelled and on satellite technology. It will therefore be important for hauliers to check the compatibility of their on-board unit and the actual activation of the service in good time.
How the new toll in Alsace works
The R-PASS system will apply to certain road sections in Alsace, including the A35 and A36 corridors and their connecting routes.
Unlike traditional barrier-based systems, tolls will be recorded using satellite technology, with no need to stop at toll booths. The charge will be calculated on the basis of three main factors:
- Distance travelled on the tolled network.
- Vehicle characteristics, in particular the maximum authorised weight.
- Euro emission class of the vehicle.
The introduction of R-PASS is a change to take into account when planning journeys and managing the devices used to pay European tolls.
Telepass devices: getting ready to activate the Alsace EETS service
For Members using the Telepass SAT K1 device, the new toll domain will be managed through the Alsace EETS service, which will be provided together with the TIS-PL service.
Telepass has announced that it has started progressively updating the devices to prepare them for the new service. The update is carried out remotely and requires no action by the customer or the driver, provided the device is switched on and within GSM coverage. During the update, the device can still be used as normal to pay tolls.
To allow requests to be handled properly and the activation procedure to be completed in time, Telepass recommends placing orders and activations by 30 November 2026.
For requests received after that date, completion of the entire process by 1 January 2027 cannot be guaranteed, including any shipment of the device, receipt of the activation notification and correct activation of the service.
What to check before your first journey
From 1 January 2027, before using the device to pay tolls in Alsace, you must make sure that the service is actually active.
For Telepass SAT K1 devices, the check must cover all three of the following:
- receipt of the Alsace EETS service activation notification (NOTOP);
- green LED on the device within the area concerned;
- the service shown as active in the “Toll domain information” section of Hub4Trucks.
Please note: a green LED alone does not guarantee that the service is active. If the LED is red, follow the procedure set out for the toll domain and do not use the device as if the service were properly active.
In particular, until 24 November 2026 the LED will always be green in Alsace on devices with the France service active, even if the new service has not been activated.
From 25 November 2026, the LED behaviour will be progressively updated: green will indicate that the Alsace EETS service is active, while red will indicate that it is not. During the transition phase, however, devices with different configurations may coexist.
Frequent traveller discounts
On the Alsace road network, a 13% discount for frequent travellers is available to those who make at least 20 journeys in the region within the same month.
The discount is applied automatically by the toll operator on a monthly basis, with no need to take out a subscription.
- If the OBU is replaced with a change of EETS provider, journeys made with the previous device will not be counted towards the discounts associated with the new device.
- If the OBU is replaced without a change of EETS provider, journeys made with both devices will be counted towards the discounts.
Before going ahead with a replacement, it is therefore advisable to check the possible impact on reaching the discount threshold.
Co.L.Se.A. support
The introduction of the new toll is a change that calls for proper preparation, especially for companies that regularly operate on international routes.
Co.L.Se.A. encourages interested Members to review their situation in good time and to check that their device and toll service are compatible and correctly activated before travelling through Alsace from 1 January 2027.
